Wig length is measured with the hair pulled straight, as it is across the whole industry. A tight coil pattern uses up a lot of vertical height, so kinky curly hangs about 4 inches shorter than the number on the label.
A 14 inch kinky curly wig sits at around 10 inches on the body - chin to collarbone on most people, not shoulder length. A 10 inch one sits at around 6 inches, which is above the chin.

Can I straighten it?
